Dear Prince Rasul Yagudin.

The Human Rights Ombudsman of the Republic of Slovenia (hereinafter: the Ombudsman) received your e-mail, in which you described the situation that you have found yourself in. You claim to be deliberately persecuted by Cyprus authorities due to their close relations with Russia, a country from which you had to escape. You have been thrown out of the asylum facilities and you now live on the streets of Cyprus without any money or means to support yourself. You clearly suggest that this is no coincidence but a part of a deliberate joint government plan to kill you.
Firstly, we would like to stress that pursuant to the Constitution of the Republic of Slovenia and the Human Rights Ombudsman Act (Uradni list RS [Official Gazette of the Republic of Slovenia], Nos. 71/93 and 15/94), it is within the competence of the Ombudsman to protect the human rights and fundamental freedoms of individuals in relation to state authorities, local self-government authorities and holders of public authority.
The Ombudsman has competence only in relation to Slovenian authority.  Since your letter does not include any claims of violations that would be perpetuated by Slovenian authorities the competence of the Ombudsman cannot be established.
